From concept definition to project completion, the CTS team effectively applies a theory-based spiral development approach to analysis, design, development, implementation, and evaluation (ADDIE) of learning solutions.

Enforced through prototyping, formative evaluations, and incremental reviews, spiral development is an iterative process that:

	Ensures that every aspect of the instructional systems design (ISD) methodology is infused with innovation and practical experience.
	Provides a learner-centric approach to ensure that education and training performance goals are met and transferable to the job performance environment.
	Ensures that as changes are identified, lessons are learned or improvements are identified, they are implemented throughout the process rather than waiting until after implementation of the entire training program.
	Permits the development team to enter or reenter various phases of the revision activity.
	Directly addressing change agency that inevitably occurs when applying innovative customized training and learning solutions
	Alleviates risks associated with implementing new training solutions are identified, mitigated and/or eliminated.
	Allows developers and the user community to become a team developing the best product possible within the resources afforded.
